Disability Rights West Virginia drafted a bill that was passed and detailed the creation of a forensic study group. This bill is aimed at creating a forensic study group and will be examining the development of a strategic plan for a Sequential Intercept Model to divert adults and juveniles with mental illness, developmental disabilities, cognitive disabilities, and substance use disorders away from the criminal justice system into treatment and to promote continuity of care and interventions, directing submission of a report to the Legislature.

This group will be examining TBI issues and will develop recommendations and suggested legislative initiatives. This is part of WV’s overall reform of forensic laws to promote diversions from the criminal justice system.
