Quick Facts About Voter Photo ID Requirements in NC
Voters are asked to show photo id when voting in North Carolina.
- Voters without ID can get a “No Fee ID Card” from the NCDMV.
- If the voter does not show an acceptable ID, the voter may vote with an ID Exception Form and a provisional ballot.
- Voters who vote by mail will need to include a photocopy of their ID inside the envelope. If they can’t include a copy, they can complete their ID Exemption Form and return it with the ballot.
- Photo ID is not required for military or overseas voters who use different voting procedures.
Acceptable Forms of ID
Note: A Voter 65 or older may use an expired form of acceptable ID if the ID was unexpired on their 65th birthday.
- NC Driver’s License
- State ID from the NCDMV
- NC voter photo ID card issued by a county board of elections
- U.S. Passport or Passport card
- For new voters who register in NC within 90 days of the election, a driver’s license or non-driver’s ID from another state, D.C. or US territory
- College or university student ID approved by the State Board of Elections*
- State or local government or charter school employee ID approved by the State Board of Elections*

Address on ID doesn’t matter; it’s about your photo, not residence
Any of the following, regardless of whether the ID contains an expiration or issuance date
- Military of veterans ID card issued by the U.S. government
- Tribal enrollment card issued by a tribe recognized by the State of federal government
- ID card issued by an agency of the U.S. government or the State of NC for a public assistance program
