Job Description
Disability Rights North Carolina (DRNC) has an immediate opening for a full-time Investigator on its Investigations & Monitoring Team. The position investigates allegations of abuse, neglect, exploitation, and other civil and disability rights violations involving people with disabilities, and monitors facilities and other settings where people with disabilities live or receive services.
We are especially interested in candidates with investigative experience, strong analytical and critical-thinking skills, and demonstrated professional writing ability. Relevant experience may come from many settings, including protective services, regulatory or licensing agencies, healthcare or human services, compliance, criminal or legal investigations, quality assurance, or other work involving structured fact-finding and analysis. Prior disability-rights experience is welcomed but is not required.

Job Duties include
- Conduct thorough and objective investigations of allegations of abuse, neglect, exploitation, and civil rights violations
- Interview people with disabilities, witnesses, family members, facility staff, providers, government officials, and others with relevant information
- Review records, policies, incident reports, photographs, video, and other evidence
- Analyze complex and sometimes conflicting information; identify inconsistencies, patterns, gaps in evidence, and additional investigative leads
- Prepare clear, accurate, and well-organized investigative reports, findings, memoranda, correspondence, and recommendations
- Conduct monitoring visits to facilities and other settings throughout North Carolina to assess conditions, services, safety, and respect for the rights of people with disabilities
- Identify individual and systemic concerns during investigations and monitoring and work with DRNC attorneys, advocates, and other staff to determine appropriate advocacy or follow-up
- Provide information, referral, short-term assistance, and rights education as appropriate
- Maintain complete and accurate records in DRNC’s case management system
- Prepare reports and training programs on issues related to abuse and neglect investigations and clients’ rights
- Participate in outreach, training, team projects, and other activities supporting DRNC’s mission
- Perform other duties as assigned
Requirements
- Bachelor’s degree or an associate degree and equivalent combination of relevant education, training, and professional experience
- Experience involving investigations, assessments, compliance reviews, records review, interviewing, fact-finding, or similar analytical work
- Strong analytical and critical-thinking skills, including the ability to evaluate conflicting information, identify relevant facts and evidentiary gaps, and develop objective conclusions supported by available evidence
- Professional writing skills, including the ability to organize complex factual information and communicate findings clearly and accurately
- Strong interviewing, interpersonal, and organizational skills
- Ability to work independently and collaboratively and to manage multiple assignments and deadlines
- Ability to communicate effectively with people from diverse backgrounds, including people who may have experienced trauma, abuse, neglect, discrimination, or institutionalization
- Commitment to the civil and human rights of people with disabilities
Desirable qualifications
- Two or more years of investigative, assessment, compliance, regulatory, or similar fact-finding experience
- Formal investigative or interviewing training
- Experience investigating abuse, neglect, exploitation, misconduct, serious incidents, discrimination, or deaths
- Experience reviewing and analyzing complex records and preparing written findings or investigative reports
- Experience working with people with disabilities
- Life experience with disability
- Ability to communicate in ASL, Spanish, or another non-English language
- Understanding of trauma and experience using trauma-informed approaches
Essential functions (with or without accommodations)
- Ability to travel throughout North Carolina, including overnight travel
- Ability to occasionally work long hours and/or weekends
- Ability to interact and communicate effectively with people with disabilities
- Ability to research complex issues
- Ability to input and access data in the agency’s database and case management system
Compensation and Benefits
DRNC offers an employee-friendly work environment and a competitive nonprofit compensation package. The Investigator salary range starts at $46,000 and increases based on experience.
