Seeking staff attorney – housing issues

Job description:

DRNC has an immediate opening for a full-time staff attorney on the Community Inclusion Team (CIT) to work on housing issues. CIT work centers on ensuring that people with disabilities have equal opportunities to live, work, and participate in their communities. In our Fair Housing work, DRNC assists disabled people who are threatened with eviction because they need – and are entitled to receive – a disability-based accomodation. We are often able to help people gain and maintain housing opportunities by educating tenants and landlords about the Fair Housing Amendments Act (FHAA) and landlords’ responsibilities to grant reasonable accommodations and modifications. The staff attorney will engage in research and analysis of disability-related civil rights laws and provide individual and systemic representation to uphold the rights of people with disabilities who have been denied equal access to housing, programs, and public place. An attorney licensed in NC with litigation and/or Fair Housing experience and interest in disability rights is ideal for this position.

This is initially a two-year position with the strong possibility of continued funding.

Job duties include:

  • Represent individual clients consistent with DRNC’s annual targets and case selection criteria, including development and implementation of all phases of case strategies and activities (e.g., client communications, negotiation, mediation, representation in legal proceedings, and systemic advocacy and litigation)
  • Provide legal advice and assistance to DRNC clients, including writing letters and memoranda and drafting pleadings
  • Analyze and interpret federal and state laws, rulings, and regulations to stay abreast of legal developments in disability civil rights laws, and other related law/ethical fields
  • Analyze statutes, regulations, and agency policies/procedures and draft analyses and comments, as appropriate, in collaboration with DRNC staff
  • Provide technical assistance to attorneys and advocates regarding the rights of individuals with disabilities
  • Assist in planning and developing of DRNC’s program priorities and develop work plans, as assigned
  • Prepare and review reports, amicus briefs, articles and special projects, and draft legislation and proposed regulations, as assigned
  • Prepare written materials and conduct activities for education and training of client groups, coalition partners, professionals, DRNC staff, members of the public, and others consistent with DRNC’s annual targets
  • Cultivate, develop and maintain relationships with subject area professionals and advocates, including state officials and agency staff, providers, advocacy organizations, pro bono attorneys, and community advocates
  • Represent DRNC at coalition meetings, public hearings, stakeholder groups, and/or task forces
  • Monitor institutions and other service providers, agencies, or settings, as required
  • Maintain complete and accurate records in DRNC’s case management system consistent with agency policies and procedures, and assist with grant reporting


  • JD degree and admitted to practice law in North Carolina
  • Demonstrated interest and commitment to public interest law and/or the rights of persons with disabilities

Desirable qualifications:

  • Life experience with disability
  • Civil litigation experience
  • Two or more years litigating housing cases
  • Familiarity with the Fair Housing, Americans with Disabilities, and Rehabilitation Acts
  • Experience in a legal services, nonprofit or public interest environment
  • Ability to communicate in ASL, Spanish or another non-English language

Compensation Package that is competitive with other non-profits: The salary range starts at $53,000 and increases based on experience to $92,700.
